Personal information is different from personal health information. Personal Health Information Protection Act (PHIPA) governs personal health information. Generally speaking, the purpose of Freedom of Information and Protection of Privacy Act (FIPPA) is to protect the privacy of individuals and the purpose of PHIPA is to protect the privacy of individuals who receive health care. FIPPA applies to individuals who are not patients (ex. Personnel, volunteers, individuals in the community) whereas PHIPA applies to patients at the hospital. Under FIPPA anyone can make a request but with PHIPA only the subject individual can make a request for PHI.
